Layers: Description: The Wetlands Permit Planning Tool: Priority Resource Areas map image layer provides access to a collection of high-value wetland and aquatic resource datasets that are referenced within NHDES’s Wetlands Permit Planning Tool. These priority resource areas represent specific types of wetlands and water resources that are afforded special consideration during the wetlands permitting process under New Hampshire law and environmental regulations. This layer helps project proponents, consultants, and municipal staff to identify sensitive wetland resources early in project planning and to guide the preparation of permit applications for projects that may affect these critical natural resources. By providing clear spatial context for priority resources, this tool supports avoidance, minimization, and mitigation of impacts in accordance with state and federal wetland protection requirements. The Priority Resource Area Map Image Layer includes the following component layers:Peatlands: Wetlands characterized by deep organic soils (peat), which serve as important carbon sinks and unique ecological habitats.Floodplain Wetlands Adjacent to Tier 3 Streams: Low-lying wetlands adjoining Tier 3 streams, which are particularly important for flood storage, sediment retention, and aquatic habitat connectivity.Marsh, Scrub-Shrub Wetlands: Wetlands dominated by herbaceous or shrubby vegetation, providing habitat for diverse wildlife and contributing to water quality.Prime Wetlands: Wetlands designated by municipalities under RSA 482-A as having particularly high ecological and functional value.Prime Wetlands with 100-ft Buffer: Areas within 100 feet of designated Prime Wetlands, recognized for their role in protecting wetland integrity and function.Tidal Waters: Areas subject to tidal influence, including salt marshes and tidal rivers, which provide critical coastal habitat and natural flood mitigation. Each layer represents a distinct type of resource area that triggers special considerations or enhanced review during the permit review process by NHDES Wetlands Bureau staff.

Copyright Text: This layer is compiled and maintained by the New Hampshire Department of Environmental Services (NHDES) with contributions from wetland scientists, GIS specialists, and local partners. The dataset integrates information from federal, state, and local sources, including municipal prime wetland designations, NWI data, and NHDES hydrologic mapping. Development of the Permit Planning Tool is supported by the NHDES Wetlands Bureau GIS Program, with technical platform services provided by ESRI ArcGIS.
