Service Description:
The NHDES Alteration of Terrain Projects map image layer provides a comprehensive spatial record of development projects in New Hampshire that have required an Alteration of Terrain (AOT) Permit under RSA 485-A:17. The AOT program is designed to prevent soil erosion and manage stormwater runoff from large-scale land disturbance activities that may impact water quality in nearby rivers, streams, lakes, wetlands, and groundwater.

This dataset includes all past and present AOT project locations that have been entered into the NHDES GIS database by staff from the Land Resources Management (LRM) Program. It is intended to support permitting, compliance monitoring, land use planning, water quality management, and environmental research.

The map image layer includes the following sublayers:

AOT Permits Points (Pre-2009):
Point locations representing the approximate center of AOT projects issued prior to 2009. Earlier records were typically geocoded from project addresses and may lack precise boundaries.

AOT Permits Polygons (2009–Present):
Polygons representing the actual permitted disturbance areas for AOT projects issued from 2009 to the present, based on digitized project boundaries. These polygons provide more accurate spatial context for assessing potential impacts to natural resources and adjacent properties.

These layers allow users to view the spatial extent of permitted land disturbance over time, track trends in development patterns, and analyze the potential cumulative effects on watersheds and water quality across New Hampshire.

Layers: Description: The NHDES Alteration of Terrain Projects map image layer provides a comprehensive spatial record of development projects in New Hampshire that have required an Alteration of Terrain (AOT) Permit under RSA 485-A:17. The map image layer includes the following sublayers:AOT Permits Points (Pre-2009):Point locations representing the approximate center of AOT projects issued prior to 2009. Earlier records were typically geocoded from project addresses and may lack precise boundaries.AOT Permits Polygons (2009–Present):Polygons representing the actual permitted disturbance areas for AOT projects issued from 2009 to the present, based on digitized project boundaries.

Copyright Text: This dataset is compiled and maintained by the New Hampshire Department of Environmental Services (NHDES), Land Resources Management Program. Initial data were compiled from permit records and project submissions from landowners, developers, and consultants. Current polygon data are derived from digitized project plans submitted to NHDES as part of the AOT permit process. The system leverages ESRI ArcGIS tools to enhance data visualization and accessibility for internal staff, municipalities, regional planning commissions, and the public.
